I totally agree that horse riders and dog walkers need to be in control of their animals, specially of they're riding a horse and walking a dog at the same time. Very true! As i commented to TexwisGirl some people do collect horse manure for their garden and the other issue is that dog dirt is a public health issue (n that it can spread disease) in a way that horse dung isn't. As for cow pats in fields, RabbitsGuy well that's just part of farming (and cow pats are great for insects which in turn are great for birds!).
